Introduction
The Manitoba Provincial Nominee Program (MPNP) offers the Business Investor Stream (BIS) for individuals seeking to establish or purchase a business in Manitoba. Within the BIS, the Entrepreneur Pathway is designed for entrepreneurs intending to start or acquire a business in the province.
Applicants should possess at least three years of full-time work experience in the past five years as an active business owner or in a senior management role of a successful business. Business owners are awarded more points than senior managers in the assessment.
The business should create or maintain at least one job for a Canadian citizen or permanent resident in Manitoba (excluding owners and their close relatives).
Applicants are required to submit a Business Plan as part of their application and sign a Business Performance Agreement (BPA) upon approval.
An exploratory visit to Manitoba is mandatory for applicants invited to apply, and they must provide a report of this visit with their application.

Process
- Business Concept submission: Applicants must submit a preliminary business concept during the Expression of Interest (EOI) phase. This document highlights the venture's goals, market demand, and potential contributions to Manitoba's economy.
- Approval: The concept is reviewed by Manitoba officials to assess its alignment with provincial economic priorities. Applicants with the most competitive EOIs receive a Letter of Advice to Apply (LAA), allowing them to submit a full business plan and supporting documentation.
- Business Plan Submission: The full business plan demonstrates how the proposed venture will support Manitoba's economic priorities and regional development while showcasing the applicant's ability to implement the strategy successfully.
