Process
  • Business Concept submission: This concept’s specifics depend on the stream you are applying for, however, in both cases, it outlines the key elements of the proposed business, such as market opportunities, investment plans, and anticipated economic benefits to British Columbia.
  • Approval: The business concept is evaluated based on its feasibility, alignment with the province's economic priorities, and the applicant's ability to execute the plan. A competitive score in the Expression of Interest (EOI) system determines whether the applicant is invited to submit a full application.
  • Business Plan Submission: The full application centers on the business plan, which must align with the program's specific criteria, addressing how the venture will contribute to regional development and showcasing the applicant's capability to execute the proposed strategy effectively.
These programs are ideal for entrepreneurs seeking to launch or expand businesses in British Columbia, leveraging the province’s thriving economy, growing markets, and opportunities for investment in urban and regional communities.

Base Stream

This stream is tailored for seasoned entrepreneurs aiming to invest in and actively manage a business in any part of British Columbia.

Applicants must demonstrate a minimum of three years of experience as a business owner-manager or four years as a senior manager within the last ten years. A post-secondary credential is typically required unless the applicant has at least three years of business ownership experience with 100% ownership in the past five years.

The business should create at least one full-time equivalent job for a Canadian citizen or permanent resident.

Regional Pilot Stream

This stream is designed to attract entrepreneurs to smaller, regional communities in British Columbia to promote balanced economic development.

Applicants must possess a minimum of three years of experience as a business owner-manager or four years as a senior manager within the last ten years. A post-secondary credential is generally required unless the applicant has at least three years of business ownership experience with 100% ownership in the past five years.

The business must create at least one full-time equivalent job for a Canadian citizen or permanent resident.

Applicants are also required to obtain a community referral from a participating regional community before registering.
